NOTICE AND ADVERTISEMENT TO BIDDERS
Notice is hereby given that the Township of Deptford will receive bids for the “2012 CDBG – Reconstruction of Asbury Avenue” in the Township of Deptford, County of Gloucester, NJ. Each bid shall remained sealed, to be opened and read at the Deptford Township Municipal Building, 1011 Cooper Street, Deptford, NJ, on May 14, 2013 at 11 a.m. prevailing time. All bids shall be presented to the Township Clerk before this time.
The proposed work includes the following major items:
- Roadway milling and Reconstruction
- Incidental driveway apron construction and traffic striping
Specifications and Proposal Forms may be secured by prospective bidders during business hours (8:00 a.m. to 4:30 p.m.) at the office of the Township Engineer, Federici & Akin, P.A., 307 Greentree Road, Sewell, New Jersey, upon payment of $70.00; and can be obtained up to 48 hours prior to the time set for the opening of the bids. No refund shall be made for the return of these documents. All technical questions are to be directed to Federici & Akin, P.A., 307 Greentree Road, Sewell, New Jersey 08080. The cutoff date for written inquiries is May 10, 2013 at 3 p.m.
No oral inquiries will be responded to.
Each proposal bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the Township of Deptford. Consent of Surety and Power of Attorney is required for the Performance Bond. This project is funded through the County of Gloucester Community Development Block Grant Program and the successful bidder shall comply with CDBG Rules and Regulations.
All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder.
The successful bidder will be required to furnish, within ten (10) days after the award, a Surety Corporation Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All applicable surety bonds or LOC required must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds) and such surety company must be acceptable to the Township Manager and authorized to do business in the State of New Jersey.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq). The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing Stockholders with his bid. A project identification sign is also required for this project at time of construction.
The contractor is further notified that he must comply with P.L. 1999 c. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with this act. The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of a New Jersey Business Registration Certificate and submit proof of business registration for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
Bids must be prepared on the standard proposal forms provided, in the manner designated therein. Each bid must be enclosed in a sealed envelope, bearing the name and address of the bidder, and labeled “2012 CDBG – RECONSTRUCTION OF ASBURY AVENUE,” and shall be addressed to the Deptford Township Clerk.
The Owner reserves the right to reject any and/ or all bids, to waive any informality, or to accept the bid, which in its judgment, best serves the interest of the Owner.
