7/15/2009 - BID - For a Portion of Land to Lease Cell Tower




NOTICE IS HEREBY GIVEN that the Township of Deptford, Gloucester County, is accepting proposals to lease a portion of property sufficient for the placement of antenna facilities, together with all necessary space and easements for access and utilities. The Premises, located at 43 Montague Lane, 45 Montague Lane, 50 Montague Lane and 51 Montague Lane, Deptford, New Jersey, 08096, comprises of approximately 600 square feet. Copies of the Request for Lease (RFL) will be available at the Municipal Building located at 1011 Cooper Street, Deptford, New Jersey 08096 and may be obtained during regular business hours 8:30 – 4:30 from the Township Clerk, Dina L. Zawadski.


All RFL’S may be mailed or delivered to Dina L. Zawadski, Municipal Clerk, 1011 Cooper Street, Deptford, New Jersey 08096. All RFL’S will be opened and addressed in public in the Meeting Room, located at the Municipal Building, 1011 Cooper Street, Deptford, New Jersey 08096 at 10:00 AM on Thursday, July 30, 2009. No other bids will be received after the specified date and time. Any proposals received after the above date will be returned unopened.


All RFL’S shall be enclosed in a sealed envelope bearing the name and address of the bidder and clearly labeled “Lease of Township Property” located at 43 Montague Avenue, 45 Montague Lane, 50 Montague Avenue, 51 Montague Lane, Deptford, New Jersey 08096.” Proposals may not be faxed or transmitted over the telephone. If the RFL’S are mailed, the Township assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received by the Deptford Township Municipal Clerk later than the above-scheduled opening.


Each bid must be accompanied by a Certified Check, Cashier’s Check of bid bond in the amount of 10% of the amount of the bid.


The Township, by and through its governing body, reserves the right to accept or reject any or all proposals submitted if in the best interest of Deptford Township. The Township reserves the right to hold the bids and proposal guarantees of the three (3) highest regular bidders for sixty (60) days before making an award of contract and each bidder agrees that it will not withdraw its bid for that period of time. In addition, if in the best interest of the Township, the Township further reserves the right to waive any defect or informality in any proposal.


The lease will be for a five (5) year period and will renew automatically unless terminated within 30 days of its expiration. The Township will not accept bids offering a rent of less than $1,800.00 per month for the initial five (5) year term. During the Initial Term and any Renewal Terms, monthly Rent shall be adjusted to an amount equal to one hundred three percent (103%) of the monthly rent in effect immediately prior to the adjustment date.


Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition. All responsible firms are encouraged to submit proposals. The bidders shall comply with all terms and requirements of the Affirmative Action Regulations, N.J.A.C. 17:27 et seq. Deptford Township intends to award this lease pursuant to N.J.S.A.40A:12-14.
