TOWNSHIP OF DEPTFORD
REQUEST FORQUALIFICATIONS FOR
100% AFFORDABLE HOUSING DEVELOPMENT
(76 FAMILY RENTAL UNITS) ON THE HILLCREST TRACT
DEPTFORD TOWNSHIP, GLOUCESTER COUNTY N.J. -The Township of Deptford(“Township”) is seeking a qualified and experienced affordable housing developer for the purposes of developing and operating a 100% affordable family rentalhousing development on a site located inBlock 398, pt. of Lot 13 (“Site” or “Hillcrest Tract”) located west of Hillcrest Court in the New Sharon neighborhood, in Deptford, New Jersey. It is the Township’s intention through this Requestfor Qualifications (“RFQ”) to actively pursue anAgreement that will set forth astrategyforthedevelopmentofasuccessfulNew Jersey Housing Mortgage and Finance Agency’s (NJHMFA) 4% low income housing tax credit (LIHTC) with NJHMFA State Tax Credit Subsidy Program application and the operation of the Project consistent with the Township’s adopted 2026 Housing Element and Fair Share Plan, aswellas the affordablehousingregulations and requirements of the Fair HousingAct(N.J.S.A. 52:27D-301 et seq.),Uniform Housing Affordability Controls (N.J.A.C. 5:80-26.1 et seq.), and Fair Housing Act Regulations (N.J.A.C. 5:99).
The primary goal of this RFQ is for the Township to identify a qualified, experienced developerto apply for and receive a tax credit award, plan, develop and operate the Site for a 100% affordable project to be constructed in the 4th Round of municipal housing obligations (July 1, 2025 to June 30, 2035).
The RFQ can be obtained at the office of the Qualified Purchasing Agent for NO FEE by requesting an electronic copy by emailing Andrea Macrina, amacrina@deptford-nj.org. Fee for a paper copy is $10.00 and must be picked up unless a shipping label is provided. At the time of request, prospective Redevelopers will be required to complete registration paperwork regardless of delivery method.
Sealed bids will be received by the Qualified Purchasing Agent on May 14, 2026 at 2:00 PM prevailing time at the Township of Deptford, 1011 Cooper Street, Deptford, NJ 08096 at which time, and place the bids will be opened and inspected for completeness. An exact format of response is not required, but all required information identified in Section V and Exhibit A shall be included in the response for it to be deemed responsive to the RFQ. Additional information about the requirements for submission are included in the RFQ Section VII.
During the performance of this contract, all contracts are required to comply with the requirements of P.L. 1975, Ch. 127 (N.J.A.C. 17:27) (Affirmative Action requirements) as well as P.L. 1977, Ch. 33, (Public Disclosure Statement) and Americans with Disabilities Act.
The Township of Deptford reserves the right to reject any and all bids in accordance with the Local Public Contracts Law.
