Notice and Advertisement to Bidders
Notice is hereby given that the Township of Deptford will receive bids for the “FY 2024 Local Road Program - Resurfacing of Various Roads”, in the Township of Deptford, County of Gloucester, NJ. Each bid shall remain sealed, to be opened and read at the Deptford Township Municipal Building, 1011 Cooper Street, Deptford, NJ on May 30, at 10:00 a.m. prevailing time. All bids shall be presented to the Township Clerk before this time.
The proposed work includes the following major items:
- ± 21400 S.Y. of Hot Mix Asphalt 9.5M64-10R Surface Course, 2” Thick
- ± 3300 S.Y. of Hot Mix Asphalt 19M64 Base Course, 3” Thick
- ± 650 L.F. of 6”x8”x18” Concrete Vertical Curb
- ± 200 L.F. of 18” HDPE Pipe
Plans, Specifications and Proposal Forms may be secured by prospective bidders during business hours (7:30 a.m. to 4:30 p.m. Monday thru Thursday; 7:30 a.m. to 11:00 a.m. Friday) at the office of Bryson & Yates Consulting Engineers, LLC, 307 Greentree Road, Sewell, NJ, upon payment of $100.00; and can be obtained up to 48 hours prior to the time set for the opening of the bids. Alternatively, plans and specifications can be sent via FedEx provided that the bidder has a FedEx account to cover shipping and handling. No refund shall be made for the return of such documents or shipping costs, if applicable. No refund shall be made for the return of such documents. Each proposal bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the Township of Deptford. All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder.
The successful bidder will be required to furnish, within ten (10) days after the award, a Surety Corporation Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All applicable surety bonds or LOC required must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds) and such surety company must be acceptable to the Township ADMINISTRATOR and authorized to do business in the State of New Jersey.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). The contractor is notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing Stockholders with his bid.
The contractor is further notified that he must comply with P.L. 1999 c. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with this act. The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of a New Jersey Business Registration Certificate and submit proof of business registration for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
Bids must be prepared on the standard proposal forms provided, in the manner designated therein. The bidder shall also provide a USB of all completed bid forms and attachments with each bid. Each bid and USB must be enclosed in a sealed envelope, bearing the name and address of the bidder, and labeled “FY 2024 Local Road Program - Resurfacing of Various Roads” and shall be addressed to the Township of Deptford Clerk.
The OWNER reserves the right to reject any and/ or all bids, to waive any informalities, or to accept the bid, which in its judgment, best serves the interest of the OWNER.
