1/30/2015 - NOTICE TO BIDDERS - Renovations to Public Restrooms at Fasola Park

 

NOTICE TO BIDDERS

 

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by Deptford Township for the Renovations to Public Restrooms at Fasola Park project, in Deptford Township, Gloucester County, New Jersey.

 

Bid forms, contracts and specifications are on file at the office of Bach Associates, PC, 304 White Horse Pike, Haddon Heights, New Jersey 08035.

 

Said Bids will be received, opened and read aloud in public in the first floor conference room at the Deptford Township Municipal Building, 1011 Cooper Street, Deptford Township, Gloucester County, New Jersey on Friday, February 20,  2015 at 11:00 AM prevailing time.

 

A site visit is scheduled for Wednesday February 4, 2015 at 2:30 PM prevailing time restroom facility at Fasola Park, located at 100 Orchard Road, Deptford Township, New Jersey.  This site visit is not mandatory.

 

Deadline for submission of bidder questions to Bach Associates is 12:00 Noon on Friday February 6, 2015.

 

Bid forms, contracts and specifications can be reviewed at no charge at the office of Bach Associates PC, 304 White Horse Pike, Haddon Heights, NJ 08035.  Copies of the bid forms, contracts and specifications may be purchased from Bach Associates, PC, by prospective bidders upon request, upon payment of the sum of $75.00 (nonrefundable) for each set, payable to Bach Associates, PC.  If shipping of Bid Documents is requested, bidders shall provide a direct shipping account number and provide a $25.00 (nonrefundable) fee for postage and handling.

 

PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS, EITHER BY MAIL OR IN PERSON.

 

NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.

 

Deptford Township reserves the right to consider the bids for sixty (60) days after the receipt thereof, during which time no bids may be withdrawn, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality and make such awards or take action as may be in the best interest of Deptford Township.

 

Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon.  Said bids shall be addressed to Ms. Dina Zawadski, Township Clerk, Deptford Township, 1011 Cooper Street, Deptford Township, New Jersey 08096.

 

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by Deptford Township in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid, in accordance with N.J.S.A. 18A:18A-24, naming as payee or obligee, as applicable, Deptford Township to be applied in the event that the bidder would default on the bid or in providing the required bonds and insurance certificates.  Any such bid bond shall be without endorsement or conditions.  Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

 

The award of the contract shall be made subject to the necessary moneys to do the work being provided by Deptford Township in a lawful manner.  The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by Deptford Township in a lawful manner.  The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990).

 

The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid.

 

The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

 

The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor’s in accordance with the act.

 

Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq.

 

This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq.

 

This contract is subject to the provisions of P.L. 1975, Chapter 127, NJAC 17:27 Laws Against Discrimination.

 

The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of Deptford Township, is the lowest responsible bidder and to waive such informalities as may be permitted by law.

 

Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey “Pay-To-Play” Law) if they receive contracts in excess of $50,000 from public entities in a calendar year.  Business entities are responsible for determining if filing is necessary.  Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us.
