Notice and Advertisement to Bidders
Notice is hereby given that the Township of Deptford will receive bids for the “FY 2020 NJDOT Municipal Aid Program – Resurfacing of Florence Avenue - Phase II”, in the Township of Deptford, County of Gloucester, NJ. Each bid shall remain sealed, to be opened and read at the Deptford Township Municipal Building, 1011 Cooper Street, Deptford, NJ on September 16, 2020 at 10:00 a.m. prevailing time. All bids shall be presented to the Township Clerk before this time.
The proposed work includes the following major items:
- ± 7000 S.Y. Milling and resurfacing with Hot Mix Asphalt 9.5M64-10R Surface Course
- ± 3400 L.F. of 6”x8”x18” Concrete Vertical Curb
- Incidental base repairs, driveway apron construction, and traffic striping
Plans, Specifications and Proposal Forms may be secured by prospective bidders during business hours (7:30 a.m. to 4:30 p.m. Monday thru Thursday; 7:30 a.m. to 11:00 a.m. Friday) at the office of the Township Engineer, Federici & Akin, P.A., 307 Greentree Road, Sewell, NJ, upon payment of $75.00; and can be obtained up to 48 hours prior to the time set for the opening of the bids. Due to COVID-19, pickup is available by appointment only. Each prospective bidder may email email@example.com or firstname.lastname@example.org to schedule an appointment. No refund shall be made for the return of such documents. Direct questions to Federici & Akin, P.A., via email. No oral inquiries will be responded to.
Each proposal bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the Township of Deptford.
All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder.
The successful bidder will be required to furnish, within ten (10) days after the award, a Surety Corporation Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All applicable surety bonds or LOC required must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds) and such surety company must be acceptable to the TOWNSHIP MANAGER and authorized to do business in the State of New Jersey.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. C150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). The contractor is notified that he must comply with P.L. 1977, c. 33, and submit a Disclosure Statement listing Stockholders with his bid.
The contractor is further notified that he must comply with P.L. 1999 c. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with this act. The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof of a New Jersey Business Registration Certificate and submit proof of business registration for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
Bids must be prepared on the standard proposal forms provided, in the manner designated therein. Each bid must be enclosed in a sealed envelope, bearing the name and address of the bidder, and labeled “FY 2020 NJDOT Municipal Aid Program – Resurfacing of Florence Avenue - Phase II” and shall be addressed to the Deptford Township Clerk.
The OWNER reserves the right to reject any and/ or all bids, to waive any informalities, or to accept the bid, which in its judgment, best serves the interest of the OWNER.
